Bring a large pot of well-salted water to a boil. Cook the 12 oz rotini or elbow pasta according to package directions until al dente. Drain in a colander and rinse under cold running water until completely cool. Shake off excess water and transfer to a large mixing bowl.

While the 12 oz rotini or elbow pasta cooks, whisk together the ¾ cup mayonnaise, 3 tbsp sweet pickle relish, 2 tbsp yellow mustard, 2 tbsp lemon juice, ½ tsp fine salt, and ¼ tsp black pepper in a small mixing bowl until smooth. Taste and adjust seasoning as needed.
