Bring a large pot of generously salted water to a boil. Cook the 2 cups elbow macaroni 1–2 minutes beyond the package's al dente time — you want it slightly softer so it holds up to the dressing. Drain in a colander, rinse under cold water until completely cool, and shake off excess water.

While the pasta cooks, whisk together the 1 cup mayonnaise, 2 tbsp apple cider vinegar, 1 tbsp yellow mustard, 2 tsp granulated sugar, ½ tsp fine salt, ¼ tsp black pepper, and ¼ tsp garlic powder in a large mixing bowl until smooth and well combined.

Add 2 cups elbow macaroni to the mixing bowl with the dressing and toss to coat evenly. Fold in the diced celery, 1 medium red bell pepper, ½ cup red onion, and chopped whole hard-boiled eggs peeled and chopped (if using). Taste and adjust ½ tsp fine salt, ¼ tsp black pepper, or 2 tbsp apple cider vinegar as needed.
