In a small mixing bowl, whisk together the 3 tbsp fresh lime juice about 2 limes, 3 tbsp fresh orange juice about half an orange, 3 tbsp vegetable oil, 4 cloves garlic, 1 tsp ground cumin, 1 tsp chili powder, ½ tsp smoked paprika, 1 tsp kosher salt, and ½ tsp black pepper until combined.

Place the skirt steak in a Ziploc bag or shallow dish. Pour the marinade over the steak, seal, and turn to coat evenly. Refrigerate for at least 1 hour, or up to 8 hours.

Place the 6 whole tomatillos husked and, 1 jalapeño stemmed halves (skin side up), ¼ white onion, and 4 cloves garlic on a dry cast iron skillet or baking sheet. Cook over high heat or broil for 5–7 minutes until the 6 whole tomatillos husked and are charred and softened, turning occasionally.

Transfer the charred vegetables to a blender. Add the ¼ cup fresh cilantro loosely, 3 tbsp fresh lime juice about 2 limes, and 1 tsp kosher salt. Pulse until you reach a slightly chunky salsa consistency — don't over-blend. Taste and adjust 1 tsp kosher salt. Set aside to cool.

Remove the steak from the marinade and pat it dry with paper towels.

Heat a cast iron skillet or grill over high heat until very hot and just beginning to smoke. Add a thin film of vegetable oil if using a skillet. Cook the steak for 3–4 minutes per side for medium, or until nicely charred on the outside.
