Preheat your oven to ![375°F]. Lightly grease a 9-inch round or square baking dish (or a cast iron skillet) with cooking spray or a thin layer of olive oil.

In a mixing bowl, beat the softened cream cheese with a hand mixer or sturdy spatula until smooth and fluffy, about 1 minute. Add the garlic powder, Italian seasoning, onion powder, and red pepper flakes (if using). Mix until fully combined.

Spread the seasoned cream cheese mixture in an even layer across the bottom of the prepared baking dish. Use a spatula or the back of a spoon to smooth it all the way to the edges.

Spoon the pizza sauce evenly over the cream cheese layer, spreading it gently so you don't disturb the layer beneath. Leave a small border around the edge if you like.

Sprinkle 1 cup of the shredded mozzarella cheese evenly over the pizza sauce. Then scatter the pepperoni slices, diced green bell pepper, and black olives (if using) over the cheese.

Top with the remaining ½ cup of mozzarella cheese and all of the Parmesan cheese, spreading evenly so every bite gets plenty of melty cheese.

Place the baking dish on a baking sheet (to catch any bubbling drips) and bake at ![375°F] for 18–22 minutes, until the cheese is fully melted, bubbly, and lightly golden on top.
