Drain and rinse the 2 cans black-eyed peas in a colander under cold running water. Shake off excess water and set aside to drain fully.

Finely dice the 1 red bell pepper finely diced and 1 green bell pepper finely diced, ½ red onion finely diced, and 3 celery stalks thinly sliced. Mince the 2 cloves garlic minced and 1 jalapeño seeded and minced (if using). Thinly slice the 3 green onions thinly sliced and roughly chop the ¼ cup fresh parsley roughly chopped. Add everything to a large mixing bowl.

Add the drained black-eyed peas to the mixing bowl with the vegetables and toss gently to combine.

In a small mixing bowl, whisk together the 3 tbsp apple cider vinegar, 2 tbsp olive oil extra-virgin, 1 tsp Dijon mustard, 1 tsp honey, ½ tsp garlic powder, ½ tsp smoked paprika, ¾ tsp kosher salt, and ¼ tsp black pepper freshly ground until smooth and emulsified.

Taste the dressing and adjust seasoning — add more 3 tbsp apple cider vinegar for tang, 1 tsp honey for sweetness, or ¾ tsp kosher salt as needed.
