In a small mixing bowl, combine all the spice blend ingredients — 3 tbsp chile en polvo, 2 tsp comino, 1 tsp pimentón, 1 tsp orégano seco, ½ tsp pimienta de cayena (if using), 1 ½ tsp sal kosher, and ½ tsp pimienta negra. Mix well and set aside. Having the spices pre-measured means you can add them all at once and keep the cooking moving.

Heat a large Dutch oven or heavy-bottomed pot over medium-high heat. Add the 2 tbsp aceite de oliva. Once shimmering, add the diced cebolla amarilla and 1 pimiento verde. Cook, stirring occasionally, until softened and the onion turns translucent, about 5–6 minutes.

Add the minced dientes de ajo and 1 jalapeño sin semillas y picado (if using) to the pot. Stir and cook for 1 minute until fragrant.

Add the 2 lb carne to the pot. Break it up with a wooden spoon and cook until fully browned with no pink remaining, about 7–8 minutes. Drain any excess fat if needed, leaving about 1–2 tablespoons in the pot for flavor.

Add the 2 tbsp pasta de tomate and the entire spice blend directly to the beef. Stir everything together and cook for 2 minutes, letting the tomato paste and spices toast slightly.

Pour in the 1 lata de tomates, 1 lata de tomates, and 1 cup caldo de res. Stir well to combine, scraping up any browned bits from the bottom of the pot.
