Prepare all your vegetables: thinly slice the 1 medium onion thinly sliced into half-moons into half-moons, slice the 1 medium potato peeled and very thinly sliced thin (about 1/8 inch — a mandoline is ideal), slice the 1 medium zucchini thinly sliced into rounds or half-moons and 1 green bell pepper if using, and thinly slice the 2 stalks green onions. Pat any watery vegetables (1 medium zucchini thinly sliced into rounds or half-moons, 1 medium potato peeled and very thinly sliced) dry with paper towels. Place all vegetables in a large mixing bowl.

In the same large mixing bowl with the vegetables, add the 1 ½ cups chickpea flour, 2 tbsp rice flour for extra crispiness, 1 tsp cumin seeds, 1 tsp coriander powder, ½ tsp turmeric powder, ½ tsp red chili powder or cayenne, ½ tsp garam masala, ½ tsp ajwain (carom seeds) lightly crushed between fingers (if using), and 1 tsp salt. Toss everything together so the flour coats the vegetables evenly.

Add the ½ cup water cold a little at a time — start with ¼ cup — and mix with your hands or a spoon. The goal is a thick, sticky batter that just binds the vegetables together; it should NOT be pourable or runny. Add more ½ cup water cold one tablespoon at a time only if needed. Fold in the 2 tbsp fresh cilantro roughly chopped. Let the batter rest for 5 minutes — the vegetables will release a little moisture and help the batter come together.

Pour about 2–3 inches of neutral oil such as vegetable into a deep heavy-bottomed pot or wok. Heat over medium-high heat until the 3 cups neutral oil such as vegetable reaches 350°F. To test without a meat thermometer, drop a tiny bit of batter into the 3 cups neutral oil such as vegetable — it should sizzle immediately and rise to the surface within 3–4 seconds. If it sinks and stays down, the 3 cups neutral oil such as vegetable is too cool; if it burns instantly, reduce the heat.

Using a large spoon or your hands, gently drop heaped tablespoon-sized clusters of the vegetable mixture into the hot 3 cups neutral oil such as vegetable. Do not crowd the pot — fry 5 to 6 pakoras at a time. Fry for 3–4 minutes, turning once or twice, until deep golden brown and crispy all over.

Remove the pakoras with a slotted spoon and drain on a wire rack or paper-towel-lined plate. For extra crispiness, return the drained pakoras to the 3 cups neutral oil such as vegetable for a second 30-second fry just before serving. Repeat with the remaining batter, allowing the 3 cups neutral oil such as vegetable to return to temperature between batches.

Arrange the hot pakoras on a serving platter. Sprinkle with 1 tsp chaat masala for sprinkling over finished pakoras if desired and serve immediately with mint chutney and 1 small lemon wedges on the side.
