Preheat your oven to 375°F. Line a standard 12 cups muffin tin with paper liners, or grease each cup well with 1 tbsp butter or cooking spray or cooking spray.

In a large mixing bowl, whisk together the 1 ¾ cups all-purpose flour, 1 tsp baking soda, ½ tsp baking powder, ½ tsp salt, 1 ½ tsp ground cinnamon, ¾ tsp ground ginger, ½ tsp ground nutmeg, and cloves until evenly combined. Set aside.

In a medium mixing bowl, whisk together the 1 can pure pumpkin purée, ¾ cup granulated sugar, ¼ cup, 2 eggs, ½ cup vegetable oil, ¼ cup whole milk or any milk, and 1 tsp pure vanilla extract until smooth and well combined.

Pour the wet ingredients into the bowl of dry ingredients. Using a spatula, fold gently until just combined — stop as soon as no dry flour streaks remain. Do not overmix; a few lumps are perfectly fine.

In a small mixing bowl, stir together the 2 tbsp of granulated sugar and ½ tsp of ground cinnamon. Set aside.

Divide the batter evenly among the 12 muffin tin cups, filling each about ¾ full. Sprinkle the cinnamon-sugar topping generously over each muffin.

Bake for 20–22 minutes, until the tops are domed and a toothpick inserted into the center of a muffin comes out clean or with just a few moist crumbs. Do not overbake.
