Preheat your oven to 375°F. Grease a standard 12 cups muffin tin generously with cooking spray or 1 tbsp butter or cooking spray, making sure to coat the rims to prevent sticking.

In a large mixing bowl, whisk together the 1 ½ cups all-purpose flour, 1 ½ tsp baking powder, ½ tsp garlic powder, ½ tsp dried Italian seasoning, and ¼ tsp kosher salt until combined.

In a separate medium mixing bowl, whisk together the 2 eggs, ½ cup whole milk, ¼ cup olive oil, and ½ cup pizza sauce until smooth and well blended.

Pour the wet ingredients into the dry ingredients and stir gently with a spatula until just combined — a few lumps are fine. Do not overmix or the muffins will be tough.

Fold in ¾ cup of the shredded mozzarella cheese, ⅓ cup of the mini pepperoni, all of the Parmesan cheese, and the diced green bell pepper (if using). Stir until evenly distributed.

Divide the batter evenly among the 12 prepared muffin tin cups, filling each about ¾ full. Top each muffin with a pinch of the remaining shredded mozzarella cheese, a few mini pepperoni, and a light sprinkle of dried oregano.

Bake for 16–18 minutes, until the tops are golden and a cake tester inserted into the center of a muffin comes out clean. The cheese on top should be melted and lightly browned.
