Combine the rinsed 1 cup quinoa and 2 cups of water in a medium saucepan. Bring to a boil over medium-high heat, then reduce the heat to low, cover, and simmer for 13–15 minutes until the 2 cups water is absorbed and the 1 cup quinoa tails have unfurled. Remove from heat, fluff with a fork, and spread onto a large baking sheet to cool to room temperature, about 10 minutes.

In a small mixing bowl, whisk together the ¼ cup extra-virgin olive oil, fresh fresh lemon juice, 1 tbsp red wine vinegar, minced garlic pressed or minced, ½ tsp fine sea salt, and ¼ tsp freshly ground black pepper until well combined. Taste and adjust seasoning — add more 3 tbsp fresh lemon juice if you want extra brightness.

Serve immediately at room temperature, or refrigerate for up to 30 minutes to let the flavors meld — it gets even better as it sits.
