Drain and rinse the 1 can black beans and 1 can black-eyed peas in a colander under cold water. Shake off excess water and set aside. Drain the 1 bag tortilla chips for serving and the 1 can diced tomatoes with green chiles thoroughly — press the tomatoes gently with a spoon to remove extra liquid so the dip doesn't get watery.

In a small mixing bowl, whisk together the ⅓ cup olive oil, ⅓ cup red wine vinegar, 3 tbsp lime juice freshly squeezed, 1 tbsp granulated sugar, 1 tsp garlic powder, 1 tsp ground cumin, ½ tsp chili powder, ¾ tsp kosher salt, and ¼ tsp black pepper freshly ground until the sugar and salt are fully dissolved and the dressing is emulsified. Taste and adjust — it should be bright, tangy, and slightly sweet. Set aside.

Finely dice the 1 red bell pepper finely diced and 1 green bell pepper finely diced, ½ red onion finely diced, and 1 jalapeño seeded and finely minced. For a milder dip, remove all seeds and ribs from the 1 jalapeño seeded and finely minced. For more heat, leave some seeds in. Roughly chop the ½ cup fresh cilantro roughly chopped.

If using 1 avocado diced, dice it just before serving and gently fold it in. Taste one more time for seasoning, then transfer to a serving mixing bowl. Serve with plenty of bag tortilla chips for serving for scooping.
