Heat the 1 tbsp aceite de oliva in a large skillet over medium-high heat. Add the diced cebolla amarilla and 1 pimiento morrón verde and cook, stirring occasionally, until softened — about 5 minutes. Add the minced dientes de ajo and cook for 1 more minute until fragrant.

Add the 1 ½ lb carne to the skillet. Break it up thoroughly with a wooden spoon and cook until no pink remains, about 6–8 minutes. Carefully drain off any excess fat, leaving just a thin film in the pan for flavor.

While the 1 ½ lb carne cooks, whisk together the 1 cup salsa de tomate, 2 tbsp pasta de tomate, 1 tbsp salsa Worcestershire, 1 tbsp mostaza amarilla, 2 tbsp azúcar moreno, 1 tbsp vinagre de sidra de manzana, ½ cup agua, ½ tsp polvo de ajo, ½ tsp polvo de cebolla, ½ tsp sal kosher, and ¼ tsp pimienta negra in a mixing bowl or large measuring cups until smooth.

Pour the sauce over the drained carne mixture and stir well to combine. Bring to a gentle simmer over medium heat.
